The first thing to do when you see a blue screen is to read and write down everything it says. This information will help us in the case that you need additional help. Then, follow the instructions that you are given. If you do a restart and the blue screen is still there, then check for new hardware, boot into Safe Mode if possible, etc. If these steps don't work, then consider why this blue screen may occur.
Have you recently installed new hardware? In this case, removed the new hardware and hopefully Windows should start up. At that point, you may try connecting the hardware to see if Windows can install the drivers, or otherwise follow the instructions that came with the hardware.
Is this a memory problem? If memory becomes corrupted, then Windows will not boot. If you can, open the case of your computer and use a can of compressed air to clean out the vents and insides. You may get rid of the dust on the memory chip(s) by doing this, and this could fix the problem. There are many programs out there that you can boot into to check your memory. I recommend Memtest86. If the test tells you that your memory may be bad, then contact your manufacturer or visit a local computer shop to get the memory replaced.
